INTRODUCTION

People in today’s world face greater insecurity and challenges than ever. While survivors of the 2004 Indian Ocean Tsunami and Hurricane Katrina in 2005 struggled to recover, a devastating earthquake hit China in May 2008, followed by deadly aftershocks, landslides, and storms. Along with natural disasters, international society encounters shadows of fatal disease, food shortage, industrial accidents, soaring energy price, climate disruption and war. All of these threats pose substantial and uncertain risks to us at a range of geographic scales. Coping with these threats therefore requires collaborative efforts among scientists, practitioners, and decision-makers.

RACR are biennial International Conferences launched by the Risk Analysis Council of China Association for Disaster Prevention. Their purpose is to provide an international forum for specialists and stakeholders in risk analysis, crisis response, and disaster prevention. RACR-2009 will be the second conference in this series, following the highly successful first RACR-2007 in Shanghai.

RACR-2009 will facilitate multidisciplinary collaboration among professionals to further contribute to risk analysis and crisis response, introduce advances in research and practice, and provide for the dissemination of this important knowledge.
